Florida Preadmission Screening and Resident Review (PASRR)

Individuals with mental illness, intellectual disability, or a related condition have special protections under state and federal law to ensure that long-term services and supports are provided in the right setting to meet their individual needs.

Kepro’s Preadmission Screening and Resident Review (PASRR) program provides protections that align with federal and state obligations under the Americans with Disabilities Act (ADA) to ensure that individuals with mental illness, intellectual disability or a related condition are served in the least restrictive setting.

Since 2007, the Florida PASRR Program has been supporting the state in ensuring that no individual with a serious mental illness is inappropriately placed in a nursing home by completing Level II evaluations and determinations. When nursing home level of care is found to be needed, then the program will work to ensure that the patient’s mental health needs are also met. This means providing recommendations on rehabilitative services or Specialized Services and tracking the progress of the patient to make amendments ensuring that their changing needs are always met.

In addition to providing indirect care to Floridians, the Florida PASRR Program supports stakeholders and providers through an online provider portal that allows for simple and secure submissions; trainings to assist in their roles; and technical assistance and one on one consultations.
